Gov. Migs names Mayor Lopez as MAKIMA deputy governor
ALABEL, Sarangani (June 30, 2010) – Governor Migs Dominguez yesterdaydesignated outgoing Maasim Mayor Aniceto Lopez Jr. as Deputy to the Governor of the Maitum-Kiamba-Maasim (MAKIMA) area effective July 1.
The governor issued Executive Order No. 001, Series of 2010, namingLopez his deputy for MAKIMA affairs “in the exigency of the service;and in order to strengthen and enhance the monitoring, liaison,coordination, assistance and socio-political work of the undersigned in the pursuit of good governance.”
Lopez, who ends his three terms as mayor today, “shall be responsibleand report directly to the undersigned regarding his duties and/orwork assignments and tasks,” Dominguez said.
“All officials and employees of the provincial government are hereby enjoined to extend their fullest cooperation and support to Mr.Lopez,” according to the executive order.
Lopez shall be entitled to a compensation to be determined later which shall be chargeable to the appropriate budget item of the Office ofthe Governor and such benefits as may be allowed under government accounting and auditing rules and regulations.
“This executive order takes effect on July 1, 2010 and shall remain inforce unless or until amended, superseded or revoked by competent authority. All previous executive orders, memorandum orders and/ormemoranda pertinent hereto or parts thereof that are contrary to or are in conflict with this order are hereby deemed amended, superseded or revoked accordingly,” Dominguez said. Fellow elected officials; we just went through a democratic exercise where the will of the people prevailed.
Our people have put us in a position of public trust. It is trust that we should and must not fail.
Today, we take our oaths of office with a covenant that we will work for the aspirations of our people with unity in purpose and the purest of intentions.
All of us are here for a duty – to serve our beloved people of the province of Sarangani.
The people have spoken. It is time for us to cast aside our political affiliations, do away with our political and personal differences and march forward in unison.
It will be my third and final term of office.
It has been a rewarding - even if challenging – six years for me, and I will look ahead at the next three years as a completion to the chapter of my life in public office and I thank all of you for this.
Today, we are faced with greater challenges - challenges of maintaining and improving what we have accomplished while aspiring for more development for the province and the people of Sarangani.
Poverty is still the main obstacle to our success – although this is not exclusive only to us in Sarangani.
But I believed there is no obstacle in success that cannot be attained by an empowered and educated people - our people - my people.
I believe with the help of our newly elected officials, we will be better in improving what we have done over the past six years that we will do in this term - in three years time.
From the country’s fourth poorest province in the Philippines in 2004, we have leaped from being one of the poorest, and today, in 2009, we have leaped to 14th and hopefully, and my promise, by 2013, we will no longer be called a poor province in the Philippines. ‘Yan ang pangako ko sa inyong lahat.
All of us look forward to a Sarangani that is progressive and competitive. I ask that we focus all of our endeavors towards educating and addressing the needs of our people. A government that is focused on its people by developing our people’s core competencies in addressing the basic needs of our people: Education, Health, and Livelihood.
Let us work together to provide better opportunities for the people by ensuring that each and every child will have the opportunity to acquire quality and affordable education, and we shall promise that No child will be left behind in this province of Sarangani.
Let us work hand in hand in providing more job opportunities and livelihood to our people.
Let us all rise above political and ideological differences to ensure that peace will reign in order for progress and development to come in.
Let us be in the midst and in the front-door of our people in times of challenges, calamities and disasters and take the backstage in times of triumph.
For our success is our people’s victory.
Let us set the highest standards of public service by being transparent and being beyond reproach.
Let us become models of our youth and the others who will one day take our places.

I believe the Sarangans put us in position of public trust. It is trust that we should and must not fail.
Today, we take our oaths of office with a covenant that we will work for the aspirations of our people with the unity in purpose and the purest of intentions.
All of us are here for a duty – to serve our beloved the people of Sarangani.
The people have spoken. It is time for us to cast aside our political affiliations, do away with our political and personal differences and march forward in unison.

Tinoto's water of hope

MAASIM, Sarangani (June 26, 2010) – Gloria Loyao is now in the lateyears of her life. At seventy-three, she could still remember theworst of her life with her family due to lack of potable water intheir community.“Since I was born here, I don’t remember we had enough water forlaundry, even for cooking and cleaning the house. It’s like 70 yearswe have been wanting for accessible clean water,” Gloria said.
Gloria was the one putting on the sleighs to guests and localofficials attending the inauguration of Tinoto’s first ever watersystem the community can call their own donated by Conal HoldingsCorporation.
“Our priority of providing you this assistance is health which weagree upon with your local officials here,” Conal Holdings Corporationvice president for business and development Joseph Nocos said.“We will also build classrooms in your community because we understandhow important education is for you and the future of your children,”Nocos added.
The benevolent Abdulbali families in the village donated a one-hectareland where the P1.2 million water system site was built. A5-horsepower submersible pump was installed for its 55,000-literreservoir.
According to provincial water supply superintendent Ludy Bonghayo, the water source is 70 feet below the ground somewhere in the hillsides of Tinoto.“Many attempts were made before,” Governor Migs Dominguez said. “But this time, I ordered our provincial engineering not to stop lookingfor a water source sufficient enough to provide the community.”
Dominguez had earlier asked Conal Holdings to help the community witha water system as immediate assistance to the village.“We thank our private partners for making this a reality. With cleanwater, we can assure the health and well-being of our people.”“I love Tinoto,” Dominguez said despite losing significant votes inthis community in the past two elections.
Dominguez said the youth can now go to high school here. Two integrated high schools, Seguil and Kamanga, were opened this year.
Conal Holdings also opened the Center for Technical Excellence in Kamanga to offer skills trainings for the youth.
Dominguez said the Tinoto water system is the only Level-3 watersystem among the province’s remote villages.
Tinoto community is dependent on fishing for livelihood. Families herebought containers of water from nearby barangay Seguil at P7 per container. “With the new water system, the cost of water is only 40-50centavos per container,” barangay captain Abdul Wahani said.
Wahani said the barangay council will immediately organize anassociation to manage the water system.Local officials also plan to develop the site into a unique water park soon.

ACT for Peace rebuilds Sarangani IDPs
KIAMBA, Sarangani (June 11, 2010) – The Action for Conflict Transformation (ACT) for Peace Programme continues its project implementation in Sarangani and in Mindanao particularly for internally displaced persons (IDPs) in partnerships with the local government units.
Local leaders, with ACT for Peace national program director Jesus Dureza, signed a memorandum of understanding for the three-pronged approach in implementing its projects at the turn-over and launching ceremony of early recovery and rehabilitation project for South-Central Mindanao Wednesday (June 9).
“There’s a lot of work beyond the giving of funds,” Dureza said. “The real work is out there in the field in order to help our communities.”
“Despite the many things and important events happening in the world, they (evacuees) are still there crying for attention and assistance,” Dureza said.
At the project site visit in Gasi, Kiamba, Dureza reiterated the importance of cooperation among communities as an opportunity for the government in providing them assistance.
Gasi is one of the 30 community beneficiaries of the ACT fir Peace’ StRIDe Mindanao (Strengthening Response to Internal Displacement in Mindanao) Project mostly inhabited by the Tboli tribe.
In October 4, 2008, Gasi was attacked by lawless elements and burned the barangay hall, day-care center and other social infrastructures, leaving hundreds of families in fear. The local government immediately responded to the needs of the community as government forces conducted clearing operations.
At present, Gasi is recovering from this incident compounded by socio-economic marginalization.
Under the StRIDe Mindanao’s Integrated Rehabilitation Project, Gasi received a total project cost of P2.9 million with P300,000 counterpart from the local government.
Projects such as Level-2 type water system, barangay health station with medical provisions, village pharmacy, farm equipments, livelihood for women, supplemental feeding, multi-purpose building classroom, 20 core shelters, trauma counseling and psycho-social services, capacity building, conflict resolution and management trainings and stress debriefing are in place and continuing.
“We will rebuild our communities,” Governor Migs Dominguez said.
“With the United Nations Development Program being around always offering a helping hand, we have spoken our commitment louder than words through credible and transparent governance,” Dominguez said.
“My commitment remains and increasing over time not only in Sarangani but in the whole of Mindanao,” Dominguez said. Dominguez chairs the Regional Development Council of Region XII.
Gasi is one of the 13 peace and development communities affected by the 2008 armed conflict assisted by the program.
In South-Central Mindanao, seven other barangays in North Cotabato (Dunguan, Tapodoc, Damatulan, Lomopog, Maybula, Kanibong, New Bunawan) and Lumasal in Maasim, Sarangani are also given assistance by the program with 14.3 million donors’ fund from the European Commission through the program. Projects such as Level-2 type water system, barangay health station with medical provisions, village pharmacy, farm equipments, livelihood for women, supplemental feeding, multi-purpose building classroom, 20 core shelters, trauma counseling and psycho-social services, capacity building, conflict resolution and management trainings and stress debriefing are in place and continuing.
“We will rebuild our communities,” Governor Migs Dominguez said.
“With the United Nations Development Program being around always offering a helping hand, we have spoken our commitment louder than words through credible and transparent governance,” Dominguez said.
“My commitment remains and increasing over time not only in Sarangani but in the whole of Mindanao,” Dominguez said. Dominguez chairs the Regional Development Council of Region XII.
Gasi is one of the 13 peace and development communities affected by the 2008 armed conflict assisted by the program.
In South-Central Mindanao, seven other barangays in North Cotabato (Dunguan, Tapodoc, Damatulan, Lomopog, Maybula, Kanibong, New Bunawan) and Lumasal in Maasim, Sarangani are also given assistance by the program with 14.3 million donors’ fund from the European Commission through the program.
