Local execs back Gibo's plans to perk up economic activities in the provinces
Lakas-Kampi CMD presidential candidate Gilberto “Gibo” Teodoro Jr. will work to spark economic activities in the provinces to raise the living standard in rural areas and bring to millions of Filipinos the benefits of modern life.
A day after eight governors of leading provinces announced support for Teodoro’s candidacy, Sarangani Gov. Rene Miguel “Migs” Dominguez said areas of the Visayas and Mindanao would directly benefit from the economic programs and projects under a Teodoro Administration.
Teodoro’s economic programs are meant to improve the business climate in the poorer regions by making them politically stable and relatively peaceful to attract local and foreign investors.
“People in the Visayas and Mindanao will no longer complain about feeling left out as second-class citizens in their own country, not having enjoyed the economic stability of Filipinos living in Metro Manila and other urban areas in Luzon,” said Dominguez, the Lakas-Kampi CMD national president.
Dominguez assured Filipinos in Luzon , where poverty is rampant in certain provinces, that they remain a major beneficiary of the national economic pie.
Explaining the need to develop the poorer regions, Dominguez cited the example of Maguindanao, one of the country’s poorest provinces.
“If we cut the vicious cycle of poverty-illiteracy-violence-and-terrorism there, we would not have to deal with a problem like the Ampatuans,” he said.
The hundreds of millions of pesos allocated annually for the police and army to keep peace there could bee spent for the building of a road network to make the place accessible to investors,” Dominguez said.
Dominguez said Teodoro’s deep concern for the poor provinces endeared him to the Visayas governors who pledged to support Teodoro’s candidacy “sink or swim.”
Those who recently signed a manifesto of support for Teodoro’s candidacy were Governors Gwen Garcia of Cebu, Sally Perez of Antique, Felipe Nava of Guimaras, Carlito Marguez of Aklan, Orlando Fua of Siquiqor, Ben Evardone of Eastern Samar, Dominguez of Sarangani, Isidro Sayco of Negros Occidental and Erico Aumentado of Bohol.
Dominguez said many more Lakas-Kampi CMD stalwarts are sticking it out with Teodoro despite surveys showing him trailing the leaders.
The administration party’s machinery will deliver the votes for Teodoro, he said.He said that 70 percent of the electoral positions up for grabs in the May 2010 elections are winnable by the Lakas-Kampi candidates.
Gov. Aumentado shared this view, stressing that 80 to 90 percent of the officials seeking a new term in office in their province are members of Lakas-Kampi.“Lakas is the most dominant party in our province and our influence will soon be brought to bear in these coming elections,” he said.
As this developed, Dominguez shrugged off survey results where Teodoro continued to fare poorly.“We had a late start (in the political advertising race). We are hoping to correct this once the official campaign period starts this February,” the Sarangani governor stated.

Sarangani's newest resort:Island Garden of the Sea
By Russtum G. Pelima
GUMASA, Sarangani (January 8, 2010) – Christmas season has ended, and just as the summer wind heats up, beach goers and summer beach sports enthusiasts will surely find this fascinating place that lies in the celebrated Sarangani Bay .
Pinkish, white sand pebbled shoreline and crystal clear seawater is a soul-absorbing view Isla Jardin Del Mar offers right away.
Isla Jardin Del Mar is a Spanish name which means “ Island Garden of the Sea”. The resort queues farthest among the scores of other resorts emerging in Gumasa white sand beaches. It is set to open on January 23.
“Our family enjoyed the beach for 20 years privately,” said Charlemagne Tan-Delfino, the resort’s manager. “It took us two years of planning to get help from the barangay to provide us the road right of way. With the help of Governor Migs (Dominguez) and Mayor (Yoyong) Yap , it becomes a reality.”
Charlemagne is the daughter of SAFII Group of Company’s President and CEO, Marfenio Tan, a fishing magnate in General Santos City and owner of the number one resort hotel in Sarangani, Isla Parilla in Alabel, and Sydney Hotel in General Santos City.
Isla Jardin Del Mar is a 34-hectare land area. The management decided to have its 15 hectares for site development for the resort. In an aerial view, Isla Jardin looks like a peninsula connected to a small island through the years, with the cottages and a restaurant floating over two separate white sand bars.
The pinkish white shoreline stretches and curves 750 meters, which gives the beachfront an impression as if the resort is a small island.
Cottage accommodation is P2,000 - air-conditioned, bamboo-finished with terrace and standard washroom and free breakfast - good for two. Another ten cottages are fan-ran for only P1,500 for four guests. At the other side of the restaurant is found the open cottages.
Just at the other side of the road is a lagoon. “There will be crabs and a fish pond in the future so we can do fishing,” Delfino disclosed. It is a breathtaking view of a small lake and the Sarangani Bay atop the hills which serve as the boundary for Isla Jardin Del Mar.
“We have mountain trekking beginner’s trail for 30 minutes both sides of the resort where you can see the spectacular Gumasa coastal view,” Delfino said. Two standard volleyball courts are also under construction.
About 25 meters from shoreline is the “garden” of corals 300 meters wide. “Our guests will surely enjoy the coral reef and colorful coral fish.”
Isla Jardin Del Mar is three kilometers from the main road. At the terminal in poblacion, one can ride a habal-habal going there for P50.
This year, the resort epitomizes summer fun for the many. Yet for now, the Island Garden of the Sea is a hideaway for the busy few and the soul searching. (SARANGANI INFORMATION OFFICE)

Capitol Residences
Gov. Migs, private developer ink P80-M joint venture for Sarangani employees housing
By Beverly Paoyon
ALABEL, Sarangani (January 7, 2010) – Governor Migs Dominguez on Wednesday (January 6) signed a joint venture agreement with Sarangani Land and Property Corporation president and chairman Benirando D. Claudio, developer of the 6-hectare provincial employees housing project here.
The housing project, called the Capitol Residences, is an initiative of the provincial government to “reduce the housing backlog and improve the provincial employees performance and service efficiency” considering the proximity which is only about 10 to 15 minute-ride to the Capitol complex.
Dominguez said the roughly P80-million investment would benefit homeless Capitol employees as the priority beneficiaries..
“It is a model housing project that the provincial government can be proud of,” the governor said.
The site would be subdivided into 180 housing units with 210 square meters land area and 39.24 sq. meters floor area each unit. “We made it larger than normal housing units size in subdivisions,” Dominguez said to anticipate plans for improvement by the owners.
Claudio said Capitol Residences is a formal subdivision with complete subdivision features but only at a socialized total package cost of P460,000 per house and lot at present available computation.
He stressed this is the “biggest investment this year on top of Conal Holdings not only in General Santos City but also in Sarangani which spends P80 million over the period of one year.”
Once the Capitol Residences is open, Claudio said this would also signal the jump-start of the socio-economic development in Alabel as more businesses would come in..
The provincial government purchased the land at Purok Sto. Niño, barangay poblacion of Alabel for P6 million but it has been agreed that the provincial government would recoup the raw cost plus one peso from the developer thru the take out proceeds or equivalent to P33,334 per housing unit.
Provincial Administrator office-in-charge Vicente Camacho said the 180 individual titles were already prepared to avoid ownership problems later on.
“Whoever gets into the community, hindi magkakaproblema except for the monthly amortization,” he said, but they have to pay religiously.
The housing project would be implemented thru a mortgage with the Home development Mutual Fund and other private financial institution to grant to interested and qualified buyers the financial assistance for the purchase of the housing units.
Dominguez wanted also to share the benefits of this project to the private sector and encourage greater participation from them.
South Cotabato Electric Cooperative, Inc. will provide for the electrical distribution system while the municipal local government of Alabel was tapped to provide the water system.
The joint venture agreement shall take effect within 30 days and would automatically expire upon the completion of land development, housing construction, and collection of all project receivables. (Beverly Paoyon/SARANGANI INFORMATION OFFICE)
