Community vigilance leads residents to safety

MAASIM, Sarangani (January 11, 2009) – Community vigilance of Tboli families in barangay Lumasal has led them to safety by temporarily leaving their homes and seeking refuge in a nearby school.

Sightings by residents of armed men possibly consolidating in the hinterlands of adjacent barangay Pananag early morning Thursday(January 8) triggered their evacuation.

Their quick action preempted them to be caught in the crossfire. A chance encounter took place barely two hours later between patrolling government troops and scores of unidentified armed men.

Lt. Col. Edgardo de Leon, commander of the 73rd Infantry Battalion,said he has been receiving information from the community since lastweek. He immediately ordered a long range patrol in the area.

"We suspect they came from adjacent towns of South Cotabato or Sultan Kudarat province, not from here," de Leon said. "They are possibly planning an attack.

"In the recent firefight, de Leon said there were no troop casualties.However, there were possible casualties at the enemy side as the soldiers traced footsteps and blood stains after the encounter that lasted less than an hour.

Some 100 families, mostly Tboli natives, came down from their homes to seek refuge at Ireneo Lopez Elementary School in Lumasal to avoid being caught in the firefight.

In the afternoon, the province's quick response team and the town's social welfare and development office arrived with sacks of rice and medicines for the evacuees while the military continued hot pursuit operations.

Lumasal is located alongside Kiamba town's barangay Katubao and Pananag of Maasim. Both have Moro Islamic liberation Front (MILF)camps, according to Mayor Aniceto Lopez, Jr.

"It's now the people who give information to us regarding the presence of these unlawful armed men who would usually threaten them," Lopez said.

Vice Governor Steve Chiongbian Solon, who is Task Force Makima (Maasim, Kiamba, Maitum) director, emphasized civilians' safety depend much on their vigilance and participation.

"The composite partner of Task Force Makima is the community, and now they are playing their part by giving us information and defending their own barangays," Solon said.

A number of barangay defense force members oversee the evacuees at the school and are ready to defend them.

"The local government unit, Armed Forces of the Philippines and the Philippine National Police augment their effort so we really have a holistic approach against further threats and disturbances," the vicegovernor said.

"We will not stop in improving our task force until the full supportof the community is there," Solon added.

Expansion of newly-rehab Glan port proposed

GLAN, Sarangani (December 21, 2008) - To further develop the emerging cross-border trading and people mobility between JAGS-CT (Jose AbadSantos-Glan-Sarangani Cooperation Triangle) member municipalities andIndonesia, the Philippine Ports Authority (PPA) is proposing additional three phases expansion of the newly-rehabilitated Glan Port over the next nine months.

This is a follow-through activity from its P20M repair and rehabilitation job which President Gloria Macapagal Arroyo inaugurated on December 17.

The repair job completed in April this year consisted of demolition ofthe existing reinforced concrete wharf, the driving of new piles to strengthen its bearing capacity and the wharf's superstructure.

Glan Mayor Enrique Yap Jr. said expansion of the port would enhance economic activity thru the exchange of local trade within the neighboring JAGS municipalities and Bitung, Indonesia.

JAGS-CT and Bitung formalized a sisterhood agreement in 2006 to foster better relations and cooperation.

The port expansion would include the extension of 30 meters on the left side, the Roll on-Roll off (RoRo) ramp at the right side and the repair of the existing causeway.

Mayor Yap said the RoRo ramp was proposed due to the existing RoRo ramp also of the Port of Mabila, Sarangani, Davao del Sur to provide linkage between these two towns thru the expanded Strong Republic Nautical Highway.

This would offer efficient port facilities as the future expansion,according to Yap, also includes the construction of the PPA field office, the establishment of a perimeter fence and the main entrancegate.

Yap saw the advantage of his municipality being the trading point since Glan is much nearer to Indonesia.

The prioritization to develop Glan Port came after JAGS officials called on President Arroyo in 2005 to support the improvement of Glan Port and to declare the same as Limited International Port.

Maasim pilots Laban sa Kahirapan ni Sarangani

MAASIM, Sarangani (December 21, 2008) - The municipality of Maasim isthe pilot area for President Gloria Macapagal-Arroyo's Laban saKahirapan Program in this province.

Defense Secretary Gilberto Teodoro Jr. said the piloting of Maasim isjust an introduction to more projects to be replicated in other areasin Sarangani.

Teodoro had inspected Maasim days before President Arroyo arrivedDecember 17 for the ceremonial start of the P250,000 rehab project ofa two-classroom building in Maasim Elementary School.

Packaged under the Laban sa Kahirapan Program is the cash-for-work torehabilitate the school building and the self employment assistance tohelp finance a beneficiary's livelihood project in the amount ofP5,000.

Teodoro said these projects are very important in areas like Maasimwhere conflict had occurred, so livelihood in the area must continue.

"Kasabay ng pag-protection sa inyo, ituloy natin ang normal nakabuhayan at magprogreso tayo," he told a crowd of teachers,government security personnel and civilians.

Governor Migs Dominguez is hopeful the program would inspirecommunities in Maasim to collaborate with the government in promotingpeace and progress.

While there are children who could not go to school and while there are families that have not yet enjoyed assistance from the government,Dominguez said leaders in government are to give them inspiration andhope.

He likewise stressed the investments in education the program couldprovide for his constituents.
