ALABEL, Sarangani (November 13, 2009) - Vice Governor Steve Chiongbian Solon stresses a point as he encourages barangay captains of Malungon Thursday, November 12, to adopt the Community Based Monitoring System (CBMS) as it would be a big help in government project implementation. CBMS was developed in the 1990s as a system to promote evidence-based policymaking and program implementation while empowering communities to participate in the process.
